The Role at a Glance:

Role Overview

We are hiring a Chief Risk Officer to lead the Bank's independent risk function.

In the pre-opening period, this is a hands-on build role. You will design the Bank's risk management framework and risk appetite, and help demonstrate to the OCC that the risk management described in the charter application exists in practice. From opening day, you will keep that framework ahead of the business as the Bank grows in clients, assets and volumes, and as it delivers its approved business plan.

Key Responsibilities:

  • Build and own the Bank's risk management framework, including risk governance, policies, and the committee structure through which risk is escalated and decided.
  • Define the Bank's risk appetite and limits in line with the approved business plan, secure Board approval, and monitor adherence.
  • Oversee risk in the Bank's digital asset custody and safekeeping activities, including key management, wallet architecture, segregation of client assets, and reconciliation.
  • Oversee liquidity risk, including stress testing and contingency funding, and support capital planning so the Bank remains adequately capitalised as it grows.
  • Oversee operational, technology and cyber risk, including resilience, incident management and business continuity for a platform that settles around the clock.
  • Oversee risk arising from the Bank's fiduciary and trust activities.
  • Oversee third-party and affiliate risk, including vendors, sub-custodians, and shared services with Fuze Global, so the Bank's interests are protected within the Group.
  • Provide independent risk assessment of new products, clients and initiatives before they are approved.
  • Lead risk-related engagement with the OCC, including examinations, supervisory findings and remediation.
  • Report independently to the Board and its Risk and Compliance Committee on the Bank's risk profile.
  • Work with the Chief Compliance Officer and BSA/AML Officer so compliance risk sits within one coherent framework, and with Group risk leadership so the Bank's framework aligns with Group standards.
  • Build and lead the Bank's risk team as it scales.

What We're Looking For:

  • 10+ years of risk management experience in financial services, including senior risk leadership at a U.S. regulated bank, trust company, custody institution, or comparable regulated institution.
  • A track record of building a risk management framework and risk appetite, not only operating one, and of taking it through Board approval.
  • Demonstrated understanding of bank capital, liquidity, and the regulatory expectations for risk management at a national bank.
  • Direct experience with a U.S. federal banking regulator, including examinations, supervisory findings and remediation.
  • Experience reporting to, and being held accountable by, a Board or Board risk committee.
  • Willingness to operate hands-on and without established infrastructure through the pre-opening and early operating periods.
  • A bachelor's degree, U.S. based, and able to satisfy the regulatory fitness and propriety review, background investigation, and notice requirements applicable to senior executive officers of a newly chartered national bank.

‍Strong preferences

  • Prior service as Chief Risk Officer or senior risk executive at an OCC-supervised bank, national trust bank, or state trust company.
  • Experience with a de novo bank, charter application, or pre-opening readiness programme.
  • Trust, fiduciary, custody, or asset servicing risk experience.
  • Experience with digital assets, particularly custody, stablecoins, or blockchain-based settlement.
  • Experience keeping the control environment intact through rapid growth in clients, assets or volumes.
  • Experience as the risk leader of a regulated subsidiary within a broader group.
