The Role at a Glance:

Role Overview
We are hiring a Chief Compliance Officer who will also be designated as the Bank's BSA/AML Officer, accountable for the Bank's compliance programme and its standing with U.S. regulators.
In the pre-opening period, this is a hands-on build role. You will design the Bank's compliance and BSA/AML programme from the ground up, stand up the systems and team behind it, and help demonstrate to the OCC that the controls described in the charter application exist in practice. From opening day, the mandate becomes running and scaling that programme as the Bank grows in clients, assets and volumes, without letting the control environment fall behind the business.
You will be the Bank's principal compliance representative to the OCC, FinCEN, OFAC and other U.S. authorities as applicable, and the person the Board relies on for an independent, candid view of compliance risk.
This role will be reporting to the US President and GM, with functional line to the Board Risk & Compliance Committee and to the Group COO.
Key Responsibilities:
Regulatory leadership
- Serve as the Bank's primary compliance liaison with the OCC and other U.S. regulators, as well as external auditors and law enforcement.
- Set up the compliance program, policies and procedures for a full build out of the compliance function.
- Lead regulatory examinations, supervisory findings and remediation, and own the timely, accurate submission of regulatory filings and exam deliverables.
- Track developments in U.S. digital asset regulation, including OCC guidance for crypto activities, FinCEN guidance and the GENIUS Act, and adjust the programme accordingly.
Compliance programme ownership
- Design, implement and maintain the Bank's end-to-end compliance framework, meeting OCC safety-and-soundness expectations and the conditions of charter approval.
- Maintain policies and procedures covering the Bank's permitted activities, including fiduciary and custody activities, third-party and affiliate risk, and operational resilience.
- Interpret regulatory requirements for product, operations and commercial teams, and lead compliance review of new products and services before launch.
BSA/AML and sanctions
- Own and continuously mature the Bank's BSA/AML programme in line with the OCC and FFIEC BSA/AML Examination Manual, covering internal controls, a designated BSA Officer, training, independent testing, and ongoing CDD and beneficial-ownership obligations.
- Own the transition period ahead of OCC approval, in alignment with local partners policies and procedures.
- Own the enterprise-wide BSA/AML risk assessment, refreshing it as custody products, corridors, and counterparties change, with documented methodology, scoring, and residual-risk conclusions that are defensible to examiners.
- Direct the full CIP/KYC/CDD/EDD lifecycle, including beneficial-ownership identification, risk-based scoring, periodic and event-driven reviews, and enhanced due diligence for higher-risk clients such as VASPs, MSBs, and institutional custody and OTC counterparties, in both the transition phase and the strategic phase post OCC approval.
- Own SAR and CTR governance end to end, including alert triage, investigations, decisioning, narrative quality, timeliness, and filing, with defensible audit trails for file/no-file decisions.
- Lead the OFAC sanctions programme across fiat and custodial on-chain activity, including real-time name and wallet screening, SDN and sectoral list management, blockchain analytics for sanctioned-address and high-risk-service exposure, counterparty controls, and blocking, rejecting and reporting procedures.
- Own independent testing and regulatory engagement, coordinating internal audit and third-party testing and managing examinations, findings, and remediation to closure.
Digital asset risk and technology
- Set the Bank's risk appetite and control standards for on-chain activity, including wallet attribution, source-of-funds and source-of-wealth tracing, exposure thresholds to high-risk services (sanctioned addresses, darknet markets, high-risk VASPs), and clear escalation and off-boarding triggers.
- Select, implement, calibrate and tune the blockchain analytics, transaction monitoring, and Travel Rule stack (e.g., chain-analytics providers and VASP-to-VASP messaging solutions), owning detection scenarios, thresholds, and model tuning, and governing periodic model validation and above-the-line/below-the-line testing.
- Partner with Group engineering and product teams to embed compliance-by-design into custody, wallet infrastructure, and APIs, including pre-launch control reviews, key-management and segregation controls, and automation of manual compliance processes to scale with transaction volume.
Leadership and governance
- Build and lead the Bank's compliance team, set KPIs, and develop a culture where compliance is treated as a strength of the business, not a brake on it.
- Deliver compliance reporting to the Board and its Risk and Compliance Committee.
- Work with Fuze Group compliance so the Bank's programme aligns with Group standards, while keeping the Bank's own obligations and independence intact, including over shared services and affiliate arrangements.
What We're Looking For:
- 10+ years of U.S. financial services compliance experience, including direct ownership of a BSA/AML programme.
- Experience managing examinations by a U.S. federal banking regulator, ideally the OCC, including remediation of findings.
- Prior service as BSA/AML Officer or Chief Compliance Officer at an OCC-supervised bank, national trust bank, or state trust company.
- Deep knowledge of the Bank Secrecy Act, USA PATRIOT Act CIP requirements, FFIEC examination standards, FinCEN guidance including SAR and CTR obligations, and OFAC sanctions frameworks as applied to digital assets.
- Demonstrated experience with digital asset products, such as custody, stablecoins, payments, exchange or brokerage.
- Strong command of blockchain analytics, chain forensics and crypto monitoring tools.
- A record of building and leading compliance teams and cross-functional remediation programmes.
- Excellent written communication, including exam responses, Board materials and regulator-ready policies.
- Willingness to operate hands-on and without established infrastructure through the pre-opening and early operating periods.
- A bachelor's degree, U.S. based, and able to satisfy the regulatory fitness and propriety review, background investigation, and notice requirements applicable to senior executive officers of a newly chartered national bank.
Strong preferences
- Experience with a de novo bank, charter application, or pre-opening readiness programme.
- Trust, fiduciary or custody compliance experience.
- Familiarity with state regulatory regimes, including money transmitter requirements and NYDFS BitLicense.
- Experience as a regulated subsidiary's compliance officer within a broader group, including managing affiliate and shared-service arrangements.
- An advanced degree or certification such as JD, CAMS, CRCM, CFE or ACFCS.
